This discussion and ruling is part of the series of discussions and rulings for an "Unofficial Rulebook" as described here.

The outcome of this discussion and ruling will be added to the "Unofficial Rulebook".

Discussion #3:

Which of the following describes which characters must exert from Neekerbreekers' Bog?    (previous discussion)

Option 1: (initially favored ruling)
-Companions and allies with resistance 4 or less.
-Minions

Option 2:
-Companions and allies with resistance 4 or less.

In my opinion, "each other character" includes minions, so I'd say Option 1.

Option 1

From the rules

"Allies have a resistance of 0"

All my skimming of the rulebook gives no clear definition of characters, but if you look under the damage section, it refers to either winning sides 'characters', therefore minions would be included. Minions do not have resistance, but Neekerbreekers Bog states exert "all other characters" not "all characters with resistance 4 or less".

From the rulebook:

"character
Companion, ally, and minion cards are also collectively referred to as character cards."

  • Wouldn't it be nice if we were Hodor?

Relooking at the card, I would say that it is not implied that it's only companions. Option 1.

"each other character" means all, not just those with resistance.

Looks like Trevor McGregor ruled on this before. The original post is lost, but it was quoted in the forum here:

Quote
Minions do not have Resistance. The site probably should target characters with Resistance however it doesn't. Since Neekerbreekers' Bog doesn't state that the character must have resistance to exert, you exert all chracters including minions when the Fellowship moves to it.

Hope that helps.

Trevor

So despite my own leanings on its intent, I'd go with that.

Incidentally, Tbiesty, how do you decide which option makes it in?

Its option 1.

Whether that was the intent of the card or not it has worked out well IMO as minions following the fellowship would struggle (exert) through the bog. I am not sure I get why high resistance characters would heal in the bog .. but that is another (non)-issue.

Thanks for the question!

Step 1)  For issues that I think the rules, previous discussions, etc. definitely favor one of the options, I still want to have the discussion just in case there is "something we are not considering..." that would favor the other option. So in those cases one of the options has the "burden of proof". I'll make sure to clearly spell out when this is the case in the initial post of each discussion. If that "something we are not considering..." is found, the burden of proof will be lifted, and we proceed to Step 2.  If the rules, previous discussions, etc. really do favor one option over the other, and nothing clearly supporting the other option is found, I obviously expect a majority will agree with the favored option anyway.

Step 2) A majority vote wins (if we actually get a tie, we'll deal with it at that time).

Option 1 it is.

The "Unofficial Rulebook" has now been updated.

Thanks!
