Just for the record, this is what I think would be the best Rohan-structure. You wouldn't be doing the directed wounding so much, but your companions are tanks for the most part.

Weapon StoreIt's 30 cards. It has the companions to make that good stuff happen. It has horses. It has spears. It is protected from
Grima, Wormtongue. Aragorn or Boromir can play
Rohirrim Army during the Assignment Phase, which conveniently will discard Balrogs and Cave Trolls and Witch-Kings!
Conveniently clear out your hand by playing a
Long Spear or a
Swift Steed on
Gamling to make him strong. Then, move the spear and horse to another eligible companion next fellowship phase and you'll be ready to do that again!
If you want a little bit of directed wounding,
Rohirrim Javelin or
Rohirrim Bow is a convenient card that will help
Eomer, Third Marshal of Riddermark and his strength bonus. But this is kind of best kept around 30 cards.
Anyways, hope some of my thoughts help. This is pretty close to the Rohan deck my brother plays. He paired it with Easterling corruption.
