Play Dwarves:

Stack your cards on Preparations then use Rest By Blind Night to shuffle them back into the deck. I do that with my Moria Swarm regularly to keep the swarm going!

An easy solution could be Gimli, Bearer of Grudges with Glorfindel, Revealed in Wrath and Legolas, Archer of Mirkwood. Lend Us Your Aid.

Edit: Or, Galadriel, Bearer of Wisdom, Gimli, Feared Axeman, and Glorfindel, Revealed in Wrath. I really like Gimli/Elves decks.
