Loyal Soldier in a Noble Leaders deck with Isildur RB would be quite good. Everyone would be strength +1 and you could use Catapult.

I like Valiant Militiaman.

I would love a different title. When I think of a "militiaman," I think of the U.S. Revolutionary War, not axes and swords and bows.

My main problem with that guys is that he's not valiant.

How about Gondorian Conscript?

My idea is that these were the farmers and merchants drafted into war, but fiercely loyal to Gondor's finest captains.

For what it is worth, I think Gondorian Armor-Bearer is the best name.

[2] Ancient Elven Warrior [Elven]
Companion • Elf
Strength 5
Vitality 3
While you can spot three non-unique [Elven] companions, each [Elven] companion is strength +2 and gains archer.

[2] Dwarven Conscript [Dwarven]
Companion • Dwarf
Strength 5
Vitality 3
This companion is strength +1 for each Free Peoples card stacked on a [Dwarven] condition.
This companion is damage +1 for each Shadow card stacked on a [Dwarven] condition.

Thoughts?

jdizzy001 is completely right. That should be more like: "While you can spot three non-unique [Elven] companions they are strength +2 and archer."

This seems like the kind of card you could build a deck around. I like it.

Thoughts?

Both are too powerful.

If you play Ever my Heart Rises, Dwarven Conscript will have an average of Strength 9 and will be damage +4.

Start Gandalf, burn someone, play 3 Ancient Elven Warrior and you have 3 Archers (4 if you started with Galadriel).

Start Gandalf, burn someone, play 3 Ancient Elven Warrior and you have 3 Archers (4 if you started with Galadriel).
5 if you started Galadriel, Gandalf, and 2x Lorien Elf. Also note that the unburned Lorien Elf will be strength 10 (but, alas, still vitality 2) due to the Ancient Elven Warriors (who stack). Even the Galadriel Ring-bearer will be strength 9, and if you get another Ancient Elven Warrior out there (maybe by burning the other Lorien Elf), you have a strength 11 Ring-bearer (not counting any cards she bears). You can then kill Gandalf to get back down to 5 companions.

Maybe make it:
[2] Ancient Elven Warrior [Elven]
Companion • Elf
Strength 5
Vitality 3
While you can spot three non-unique [Elven] companions, this companion is strength +3 and an archer.

Three of these will still be three 8-strength archers.

[2] Dwarven Conscript [Dwarven]
Companion • Dwarf
Strength 5
Vitality 3
This companion is strength +1 for each [Dwarven] condition you can spot that has a Free Peoples' card stacked on it (limit +4).
This companion is damage +1 for each [Dwarven] condition you can spot that has a Shadow card stacked on it (limit +4).
