It's not bending the rules because there are no rules about it.

Its lore really should've been "I do what I want! You have problem!?"

Maybe this should be a two-step process of deciding what we want it to do, and then figuring out how to word the text or rules properly. I think the intent here was that it could be transferred to any fellowship companion. From a technical standpoint, the lack of condition coverage in the transfer rules seems to allow it. But either way, I think it should be made obvious how it's supposed to work, instead of having this feeling that we might be taking advantage of an oversight.

I think the idea and intent of this card is that a hobbit must be present to cook the stew, and anyone can eat it... Man, Elf, Dwarf, Wizard, it matters not, it's the same tasty stew getting passed around.

Honestly, as I don't play Standard, I hadn't even noticed it was a condition; however, I am still unsure that it changes my original opinion.

Okay, so the lesson we learn from all this is that bearer requirements are irrelevant when transferring in general, only specifically when using the game rules to do so during the fellowship phase. The only reason it matters in the Strange-Looking Men case because it specifically says that it does.

Therefore, the answer seems to be unequivocally option 1. You have to play it on a [Shire] companion, whether fellowship or not, and then you can transfer it only to fellowship companions, regardless of culture.

I've got to disagree. I think that the bearer requirement of being a [Shire] companion is part of the requirement of playing the card. Transferring it adds a second stipulation--must be a 'Fellowship' companion.

It seems to me that one plus one equals two, not that one plus one equals 'the most recent one.'

This is not a 1+1 situation. This is 1 and 1 that are totally separate.

We know from the RoS Wargs (like Relentless Warg) that bearer requirements only apply when you play the card.

And, there are no overriding game rules that govern who you can transfer cards to. When you are using the game rules to transfer possessions and artifacts in the fellowship phase, then you check bearer requirements, because those are the specific rules. When you are using Strange-Looking Men, then you also check bearer requirements because it specifically tells you to.

But in the absence of any general rule, you do what the card says. The card says you can transfer it to any fellowship companion without mentioning culture. And there's nothing anywhere to contradict this. So you can.

Interestingly, however, if you were transferring Rabbit Stew with Strange-Looking Men, then you would have to check bearer requirements, but conversely the fellowship limitation has no bearing whatsoever. So in that case, you could transfer it only to [Shire] companions, whether they're fellowship companions or not.

I think Thranduil gave a really good explanation there.  I agree with him.

A shunned Farmer Maggot sits at the edge of camp, hungry and alone. Suddenly, Strange-Looking Men arrive in a flurry of hoof-beats and transfer some stew to the startled but grateful Hobbit. Are they heroes? Or VILLAINS?

Yeah, between MuadDib's tasty comment and Thran's scenario, I'm getting totally off track.

So are you telling me that if you play Relentless Warg, then find a way to transfer it to a strength 20 [Orc] minion, that is allowed?

This is a tough one to explain, because minions can't transfer possessions like the Free Peoples' can, and if a card specifically allows you to do so, then the answer is, "yes."

But let's assume that you can transfer possessions indiscriminately between minions, as long as you pay the twilight cost. Are you suggesting that you could transfer Relentless Warg to a massive Orc?

If there was an equivalent rule for Shadow cards in the Shadow phase as for FP cards in the fellowship phase, then you still wouldn't be able to do that because the rules would specify that you check bearer requirements (in exactly the same way you couldn't transfer Anduril to Faramir in the fellowship phase).

If there was such a card that said "Bearer must be an Orc with strength 10 or less. If bearer wins a skirmish, transfer this possession to another Orc minion", then you could, because it doesn't specify you check bearer requirements.

I vote for Option 1.
